Since the water heater will be actively heating the water throughout the day, and is hard to predict. Most , most customer make their Dryer/EV charger the priority, as they are typically used no more than once a day, and the water heater can always wait till the Dryer or EV Charging is done. There has been no reported issue of water heaters, even IoT enabled water heaters, return to normal operation from a power loss as a result of this configuration.
